Burning Man Update: The Jack Rabbit Speaks
Volume 10, Issue #24
June 23, 2006

Ever feel like you need a clone? The Jack Rabbits are feeling it. 71 days, so much yet to do before we close in on the playa for another rousing rendition of “Let’s Build a City and Take It All Down Again”, by you, the people of BRC…

You’ve been asking what’s up with the BLM, and that news is below, as is the latest word on TICKETS. You’ll need ’em if you’re coming. (Have we mentioned lately that if you’re going to buy a ticket from a third party, you should ask for the serial numbers and confirm the ticket’s validity with partiserv-at-burningman-dot-com ? ‘cuz you should. We don’t like to hear about people getting ripped off.)

It’s supremely easy to get excited now, ‘specially after a visit to a regional burn, which this Rabbit just had two weeks ago visiting the very lovely Element 11, Utah’s regional burn. Art, theme camps, and ohhhh man do those Utah folks know how to put on a fire procession! The JRS salutes and complements Utah on this great event…and it ain’t over yet, with more events this month, like Critical Massive in the Northwest (http://www.massiveburn.org/),the Euroburn, NoWhere, coming up July (http://www.goingnowhere.org/HomePage)…yrs truly is planning a first visit to Transformus next month with Steven Ra$pa (http://transformus.com)….plus, the BURNING MAN FILM FESTIVAL begins its bounce around the Regional Network this weekend, wrapping up a week of events in Wisconsin, and over the course of the next week in Burning Man’s front yard in Reno, NV! (EVENTS AND HAPPENINGS, below.)

What else then? DEADLINES for all your playa projects…WHAT’S NEW AT BURNINGMAN.COM including the RIDE SHARE and a featured thread from EPLAYA…RESTORATION AT GURU ROAD July 15th…THE TEMPLE BUILDER, the David Best film, is out on DVD and up to screen in SF on July 8…there’s CENTER CAMP CRAFTING, LAMPLIGHTERS, BUILD PARTIES, and more in Participate, along with several participant art projects…and we’re excited about the NYC NEWBIE MEET AND GREET on 6/28, below in EVENTS AND HAPPENINGS.

And if you haven’t heard it, Les Claypool’s Electric Apricot: “Hey, Are You Going To Burning Man?” http://www.electricapricot.com/mp3s/ OK, there is no “sand” on the playa, but it does rhyme with “Man”, I suppose…

BLM ISSUES A 5-YEAR PERMIT TO BURNING MAN

Thank you to everyone who sent their public comments to the Bureau of Land Management (BLM) regarding the new stipulations that the BLM wanted to impose this year. The good news is that we got most of what we wanted, including a 5-year permit. Following is a summary of the results.

There will be no population cap this year. The BLM is allowing us 6% growth per year, which is about what we anticipate based on ticket sales and historical data. If the population exceeds that amount then we will have to address any infrastructural challenges. As in past years, any evictions of unruly participants will be handled by the Black Rock Rangers in cooperation with law enforcement officers. Also, we will be allowed to deduct working staff from fee calculations as we have done in the past. The BLM is still planning to make Burning Man pay the bill for local law enforcement costs on top of the fees that Burning Man already pays. Black Rock City, LLC is currently deciding whether to appeal this stipulation or not.

On a related issue, the BLM needs to respond to the over 4,000 participants who sent in public comments. In order to help save some trees, we have agreed to send out the BLM’s response on the JRS, and post on our website. Following is the BLM’s Notice of Decision including a link to related documents:

United States Department of the Interior
BUREAU OF LAND MANAGEMENT
Winnemucca Field Office
5100 East Winnemucca Boulevard
Winnemucca, Nevada 89445
http://www.nv.blm.gov

6/7/06

NV-020-06-EA-11 (NV25.11)

Dear Interested Public,

The Winnemucca Field Office has authorized a five-year Special Recreation Permit for Black Rock City LLC to conduct the Burning Man event for the years of 2006-2010. The permit may be renewed for up to four additional years, subject to satisfactory permit compliance. The permit must be authorized annually following an event evaluation, site inspections, and cooperator’s coordination meetings. The final decision to authorize a five-year permit was based on analysis of the potential environmental impacts and public comments. The decision incorporates elements of the proposed action and alternatives proposed in the preliminary Environmental Assessment (EA).

The final Environmental Assessment, Decision Record/Finding of No Significant Impact, and permit stipulations are posted on-line at the Winnemucca BLM Field Office web-site at http://www.nv.blm.gov/Winnemucca/. Please contact the Winnemucca Field Office to request a hard copy. If you have any questions or require further information, please contact Dave Lefevre, Outdoor Recreation Planner at (775) 623-1500.

Sincerely,
David C. Cooper, NCA Manager

GURU ROAD RESTORATION JULY 15TH

The 4th Annual Guru Road Restoration project will take place this year on Saturday, July 15, at 8 am, on Guru Road 1 mile north of Gerlach, NV.For those who don’t know, Guru Road (also known as Doobie Lane) is an interactive rock art experience which runs along Rte 34, built by Dewayne “Doobie” Williams from 1978 to 1992.

The work is comprised of individual installations, such as the “TV station” or the “Elvis” pillar with his shimmering coat, and scores of stones carved with witty sayings. Desert denizen Metric and the Friends of Black Rock High Rock are looking for volunteers to help recover Guru Road from wear and tear, especially following a large rock slide last year which partially covered the road and seriously impacted the site. Projects will include removing large boulders from the roadway, replacing a large arrow near the “Big Medicine” tipi, and recovering carved rocks from the granite tide. Volunteers should be prepared to take care of their own camping arrangements, but lunch and refreshments will be provided. For more information or to RSVP contact metric-at-blackrockdesert-dot-org.

TWO JRS ISSUE DEADLINES – RESOURCES AND BIKES ISSUE

It’s that time – two special edition JRS’s are headed your way in the coming weeks…we would like to do a BIKES section or even a whole BIKES issue, with any time-sensitive or new information related to bicycles on the playa. Got a bike-themed camp, a charity bike sale, a suggestion for prepping your steed for the playa, or a workshop, thrift suggestion, or other tip for the playa’s #1 conveyance? Send it in BY SUNDAY, JUNE 25th at midnight (or, to simplify that, 11:59 PM).

AND…if you’re a vendor who wants to offer a special deal to Burners on playa-related goods, NOW is the time to send your announcement to jackrabbitspeaks-at-burningman.-dot-com. We’ve heard from a few of the usual burners who are kindly offering steals and deals to the community, but if you’re planning to list an available shopping resource this year, you have only until SUNDAY, JUNE 25th at 11:59 PM! (Note: we compile all these resource links into one JRS so that those who don’t want to read the advertisements don’t have to, and for easy one-stop perusal by those who do.)

Get ’em in so we can write ’em up and send ’em out: jackrabbitspeaks-at-burningman.-dot-com

“OBSERVER RIDES” WITH BURNING SKY

As some of you may know, BurningSky is a theme camp of skydivers who have been participating at Burning Man since 1999 by parachuting and creating aerial performances over the Playa.

Over the years, many non-jumpers have expressed interest in taking observation rides in our airplane. Up until recently, it has been impossible for us to accommodate this interest due to the logistical limitations of our operation.

Well, we are happy to announce that 2006 will mark the second year that we are offering airplane ‘observer rides’, not just to skydiving members of BurningSky, but to any burner who would like to take an observation ride.

While Burning Man is a non commercial event, an aircraft, pilot and fuel don’t come for free. So each year we calculate the operating expenses and purchase “jump tokens” and as well now, “observer tokens” to cover the expenses.

All the costs of hiring and flying our aircraft over Black Rock City must be paid for up-front. Since nobody can just walk up and buy a token on the Playa, the only non-jumpers who have ever had an opportunity to take an observer ride in the past have been those who have been gifted a token, or those who hung out at our camp and won the lottery for any seats left over on any load going up at that particular moment. We will still be conducting this lottery for free rides at our camp 20 minutes before each load takes off.

Ken,burningsky2006-at-hotmail-dot-com is currently taking payments and keeping the list of tokens purchased.

The cost for one observer ride, same as last year, is $45.00. Payment of $45.00 per ride must be received by Aug 1 through PayPal, check, or money order. If you buy a token from Aug 1 – Aug 20 you will get the tardy tax, so it’s $55 by PayPal only.

Financial disclosure:
NOBODY AT BURNINGSKY IS MAKING A PROFIT FROM THIS.
We are all volunteering our time to make this happen.
The only exception is the pilot, whom we hire as an outside contractor. If we accidentally end up with a surplus of cash, we feed it back into the event next year. (All money lives in a dedicated Burning Sky bank account at all times). Ticket prices are calculated from the costs of:
1) Hiring an aircraft certified to conduct skydiving operations
2) Hiring a pilot rated to fly said aircraft
3) Repairing damage done to the airplane by the environment (playa dust + turbine engines= big mechanic’s bill)
4) fuel! (last year, operating the airplane cost us something like $3.50 per minute in fuel costs alone)

This year, we will be flying a PAC 750XL turbine-powered airplane, which seats 14 passengers. <http://www.utilityaircraft.com/photos.html>

For some photos, go to the Burning Sky website http://www.burningsky.org <http://www.burningsky.org/> Much of the verbal information contained there is woefully out of date, so take it with a grain of salt. If you have any other questions, hit Ken burningsky2006-at-hotmail-dot-com off-list.

Blue skies!

LOVE ARMY 2006

From the Love Army: “Love is invincible…why not join the winning side?

Love Army is Black Rock’s first “Theme Cult”, which is basically a theme camp without a physical location. Participants join online, camp where they want, accept daring missions and carry them out at Burning Man. In 2005 our ranks swelled to over 200 and this year want to swell some more. Love Army is perfect for 1st timers, part-timers, old timers…even time travelers, and it’s oh-so-easy to enlist:

1. EMBRACE OUR GOAL
Our purpose is simple, beautiful and delicious (like nutella): SPREAD LOVE.

2. CHOOSE YOUR MISSION
We have created a Tribe.net community for Love Army soldiers to join and select missions from: http://tribes.tribe.net/lovearmy2006

3. SUIT UP
Love Army units are strongly encouraged to create costumes of their own theme. Our official colors are pink and green. However, regardless of what you wear, when on missions, every soldier must don the special LOVE ARMY IDENTIFIER, which will be issued at Burning Man.

Please join us and PS for more info, march over to http://www.lovearmy.org

PROJECT MEGAPIXELS: IS MEGAPIXELS DEAD?

Sputnik writes:

“Long live megapixels! I want to thank everyone who put any time into this project this year. Without the efforts of a few individuals this project could not have gotten as far as it did.

I’ve decided to scrap the image of Cyfar blowing fire for this year. At this time we have about 1400 pixels spoken for, which is about enough to do the outline. I say that because I’m pretty sure we’ll have a 1/3rd dropout rate, which puts the number at just around 1000. Technically this is enough to do the outline, but I really don’t want to just do the outline. I want the whole thing. Unlike the Dragon, this just won’t look as good if it isn’t complete (BTW, I totally love the Chinese Dragon, if you’re looking to get involved with something, check them out)

So, this year we’ll test out some concepts on the playa. I want to try a few different methods for attaching pixels together in the real world. Also, I want to advertise to the public more. I want to try to reach those people who have no idea what tribe, or ePlaya or even the Jack Rabbit Speaks is.

Does this mean you can go off and do something else? Absolutely…if you want to. On the other hand, if you want to play around a bit on the playa and experiment, come join me. I have the application in for art project space. I still intend to create a perimeter and put out material to form an image.

‘What image?’ you ask. An arrow, like you would find on a map pointing north, except this arrow will point in some other random direction. I’d also like to create an information booth of some sort at the project site that has the proposed image displayed on a board along with some information about participation in 07.”

Join us for a screening of the documentary “The Temple Builder” Enter the world of David Best, the most celebrated artist ever to emerge from the 20 year-old creative maelstrom of counter culture that is Burning Man. Filmed over the course of five years, The Temple Builder paints a deeply intimate portrait of the man behind the myths; from his incredible art car and collage work, to the powerful spiritual centers he creates in the Black Rock Desert to his courageous work in San Rafael, CA for the benefit of day-laborers, Best’s work powerfully impacts the people around him.

After the screening we will host a soiree with djs and performers, all of whom are a part of the Burning Man community and have been involved in art projects and sound camps over the years.

(Note: yr JRS bunnies actually can’t *read* the words on the website, but we’ve passed that on. Perhaps your browser will do better? Anyway, lists of performers and full deets there.)
